Final Report of Participatory Land Use Planning and Implementation Project

The project “Participatory Land Use Planning and Implementation in Designated Districts: Surkhet,Nawalparasi and Morang” is first exercise in the area of participatory land use planning in Nepal. It was initiated in March 26, 2014 and was completed in June 30, 2015 with seven land use plans ready for implementation that were prepared by adopting a blend of technically top down and practically bottom up planning approach. These seven land use plans include one National Land Use Plan, three district level land use plans (Morang District Land Use Plan; Nawalparasi District Land Use Plan and Surkhet district Land Use Plan) and three VDC (Village Development Committee) level land use plans (Jhorahat VDC Land Use Plan in Morang district, Amrarut VDC Land Use Plan in Nawalparasi district and Latikoili VDC Land Use Plan in Surkhet district). The project was implemented by a consortium of seven organizations namely;World Vision Advocacy Forum as lead agency, Rajdevi Engineering Consultant (P. Ltd.) as center level collaborating partner with technical backs topping and three district level implementing partners (Sagarmatha Community Development Center in Morang, Indreni Social Development Forum in Nawalparasi and Sundar Nepal Sanstha in Surkhet). A number of stakeholders were involved at the center,district and VDC levels during the project implementation. The stakeholders at the centre mainly consisted of the Ministry of Land Reform and Management, Ministry of Peace and Reconstruction and National Land Use Project. The same at the district level included District Development Committees, District Level Land Use Implementation Committees (DLLIUCs), and District Land Survey Offices, District Land Revenue Offices, District Land Reform Offices, District Forest Offices and the like. The Local Peace Committees;VDCs; VDC Level Land Use Implementation Committees; VDC/Ilaka level line agencies such as Agricultural Service Center, Ilaka Forest Office, Health Post/Sub-Health Posts; Schools; Community Based Organizations, business communities; and community people in three project VDCs were the main stakeholders who were effectively involved during various phases of the project implementation.
