The Political Urban EbA Training Handbook is a resource prepared for local elected representatives and active political parties in the Kathmandu Valley. It introduces Urban Ecosystem-Based Adaptation (Urban EbA) as a practical approach to address climate change impacts through nature-based solutions and improved local governance.


The handbook explains key climate change issues affecting Kathmandu Valley, including urban heat island effects, floods, landslides, water scarcity, pollution, food security risks, and pressure on urban ecosystems. It also highlights the importance of restoring and protecting rivers, forests, open spaces, agricultural land, biodiversity, and green infrastructure for climate-resilient development. The main objective of the handbook is to strengthen the understanding of political leaders so that Urban EbA can be integrated into municipal policies, periodic plans, annual plans, budgets, and implementation processes. It encourages elected representatives and political actors to support evidence-based decision-making, community participation, and long-term climate-resilient urban planning.


This handbook has been prepared under the Urban Ecosystem-Based Adaptation for Climate-Resilient Development in the Kathmandu Valley project, funded by GEF and implemented by UNEP in collaboration with KVDA, with UN-Habitat Nepal as the technical partner.
